A fairly well known small press writer in the States has been caught peddling reprints as if they were new stories, and taking the money.
Rule 1: Don't do this.
Now editors are talking to each other about his submissions, and several magazines have vowed never to look at any more work from him.
He's shot himself in the foot.
I've had several stories appear in both the US and the UK (and further afield), but they were in cases where the British market took British rights and vice versa.
It is however becoming more and more common for markets to ask for 1st Worldwide Rights (which is a pain, but that's another story).
Rule 2: Know what rights you're selling.
