We have a library but there's no horror in it.
Come to think of it, there's little in the way of actual books. Plenty of DVDs and CDs, and that's it.
Oh, and the usual John Grisham bollocks. Grrr.

i havent been to a library in years, but i'd rather just own a book rather than rent it. i like the look of bookshelves with loads a books on them, not bookshelves that are full and then empty after you return your books.
though i did get a my copy of the spear and 48 from my library when i was like 12 or something.

My local library isn't very good on horror - but they do have one book I coveted. Nightwing by Martin Cruz Smith (who went on to write much more esteemed works such as Gorky Park). It is in hardback.
I remember this book from years ago, and hadn't seen the paperback around. I really really wanted it.... It's not rare or anything, and I saw it in two stores. However, one wanted 10 for it, the other 12 - and given my circumstances, that was out of the question.
So I pined. And pined.
And then, one day, I saw it in a charity shop for 50p! Woo hoo! I turned the corner, and there was a small bookstore. I went in there and... I found the paperback version for a quid. Typical!
Other than that, unless you're a King/Koontz fan, it's thin pickings.
